Big Idea #1: Mixed Use Technology Park and Innovation District

Part of the "ASCENDERS" initiative

HousingAugusta/Richmond$1,000,000+

Overview

Create a Technology Park and surrounding Innovation District within walking distance of Augusta University’s Health and Science Campus, aligned with Augusta University, the Cyber Command Center at Fort Gordon, and growing cyber and technology industries. The proposed district would include educational and medical anchor institutions, two mixed-use redevelopment sites, student housing, multifamily housing, retail, office, institutional uses, pedestrian-friendly streetscapes, and rehabilitation of existing single-family housing in surrounding neighborhoods.

Action plan

Short-term
Determine and coordinate specific incentives for the Innovation District; work with companies in the district to coordinate relocation policies; create government incentives through the Consolidated Government of Augusta to attract people to live near work; increase sense of place through common signage and improved pedestrian infrastructure; acquire land for the Technology Park; purchase property and negotiate with CSX for excess land or easement rights to pass over railroad tracks.
Medium-term
Have businesses in the Innovation District incorporate relocation and rehabilitation incentives; communicate private-sector incentives to current and future employees with government programs; install signs and pedestrian improvements in gateway areas; begin Brownfield remediation in the Technology Park area; expand parts of Augusta University into the area through classroom space, administrative offices, recreation facilities, and student housing; create campus expansion that integrates with the community and provides amenities for private-sector location.
Long-term
Incorporate successful Innovation District ideas into other parts of Richmond County; work with institutional partners to replicate relocation and rehabilitation incentives in different areas of the city; leverage public investment into the Technology Park by working with private companies to relocate to the park through the Augusta Economic Development Office; attract multifamily and retail developers to create a millennial-focused live-work-play environment.
