Big Idea #3: INSPIRE Augusta Inc. — Innovative Network of Special Purpose Intown Residential Enterprises

Part of the "ASCENDERS" initiative

HousingAugusta/RichmondUnder $250,000

Overview

Establish INSPIRE Augusta Inc. as a community quarterback for housing within the Innovation District so the district remains attractive, affordable, and accessible for Augusta’s diverse population. INSPIRE Augusta Inc. would forge community partnerships, direct private investments, and support a mix of housing in Innovation District home-base neighborhoods and surrounding areas. A subsidiary nonprofit, INSPIRE Augusta Partnerships, would serve as a fundraising arm for philanthropic housing investments.

Action plan

Short-term
Establish a $2 million discretionary fund within the first two years of the Innovation District’s launch; use the fund to develop market-rate and affordable housing and offer affordable housing loans to residents who do not qualify for employer-assisted housing incentives; select construction/redevelopment sites based on dilapidation, proximity and potential value to the Technology Park, and priority areas for INSPIRE Augusta Inc. members; secure seed funding commitments from private foundations, corporate partners, and public funds; use $2 million during the first two years to distribute micro-loans to redevelopment corporations working in the Innovation District; aim to redevelop 20-25 properties within targeted areas.
Medium-term
Identify chartered urban redevelopment corporations to use funding to purchase abandoned properties in target areas and build/redevelop affordable housing; INSPIRE Augusta Partnerships should invest funds alongside City of Augusta and federal/state affordable housing funding; work with local vendors and contractors; identify broader redevelopment and renovation areas including Block Programs, AU student and alumni housing, and housing for cybersecurity employees; aim to redevelop 20-25 additional properties over 4-5 years, for a total of 40-50; grow the discretionary fund to $3-4 million; evaluate collaboration with the Land Trust after three years.
Long-term
Assess potential expansion of a Tax Allocation District near 15th Street and Walton Way; consider establishing an MOU between INSPIRE Augusta Inc. and the Augusta Economic Development Authority so TAD funding supports housing initiatives in the Innovation District; after 5+ years, assess INSPIRE Augusta Inc.’s role in housing redevelopment, blight levels, poverty levels, economic growth opportunities, and education initiatives; consider moving into community centers, job training programs, or STEM education support; advocate for inclusionary zoning laws giving community redevelopment corporations more jurisdiction over building in the Innovation District.

Estimated budget

Years 1-2: $2 million; Years 3-4: $3 million. The report uses Atlanta Neighborhood Development Partnership as a model, noting that a $1 million grant was estimated to complete more than 100 homes in five years. Since INSPIRE Augusta Inc. would be a new fund, the report recommends $2-3 million to redevelop 40-50 properties, including single-family, multifamily, and townhomes/condos, in a similar time frame.
