Big Idea #2: City-Led Redevelopment Strategies

Part of the "RECLAIMING THE CROWN" initiative

Economic DevelopmentDalton-Whitfield $250,000–$500,000

Overview

Create a city-led redevelopment framework that supports the Mill-Line as a catalyst for redevelopment in North Dalton. The strategy recommends forming a URA to oversee redevelopment activity, pursuing State Opportunity Zone designation to incentivize job creation, rehabilitating the City-owned Crown Mill General Store for neighborhood commercial use, establishing a Crown Mill Village Historic District to preserve architectural assets, creating a North Dalton Residential Overlay District to guide cohesive residential development, and forming a new TAD to generate funding for redevelopment projects in the North Dalton and Crown Mill Village Historic District area.

Action plan

Short-term
Create an Urban Redevelopment Agency, create a State Opportunity Zone, walk the area with the DCA representative and local economic representative to show qualifying properties, incentivize redevelopment through delayed renovation-cost pass-through or reduced rent for the first 3 years, establish the Crown Mill Village Historic District, explore the North Dalton Residential Overlay District, and explore creation of a new TAD for North Dalton through discussion with County Commissioners and School Board members.
Medium-term
Fund rehabilitation of the Crown Mill General Store through an RFP/Q process or through URA bond funding/private funding if available. Send the Residential Overlay recommendation to NWGRC for drafting of the ordinance. Work with the Northwest Georgia Regional Commission through public hearings, Unified Planning Commission review, and Dalton City Council readings so the overlay district can take effect. Form a new TAD for North Dalton by applying to the State Revenue Commissioner, appraising redevelopment properties, and identifying projects for redevelopment.
Long-term
Use the TAD to fund redevelopment projects in North Dalton, including greenway infrastructure, underground utilities, road improvements, sidewalks, parking, signage, and streetscape. Rehabilitate the Crown Mill General Store as a longer-range option during or after greenway trail construction, with construction expected to last 18-24 months once started.
