Big Idea #3: Soul Support

Part of the "SOUTH COLUMBUS SOUL" initiative

WorkforceColumbus-Muscogee$1,000,000+

Overview

Soul Support is a bold and comprehensive pilot initiative designed to support South Columbus residents through direct cash assistance, workforce development, entrepreneurial empowerment, and additional subsidies for common barriers such as childcare, transportation, and internet access. The S.O.U.L. program would provide a minimum monthly income of $500 through prepaid cards for two years, beginning with 50 families in Phase 1 and expanding to 100 families in Phase 2. The initiative also links recipients to workforce development, job placement, training, education, entrepreneurial support, and the City of Columbus’ Neighborhood Navigator program.

Action plan

Short-term
Identify community partners and a champion organization or agency to manage the S.O.U.L. program. Secure formal partnership agreements with workforce and business development partners such as Goodwill, Circles of Columbus, StartUp Columbus, and Columbus Technical College. Form an exploratory committee with representatives from city leaders, South Columbus, and Guaranteed Basic Income experts. Join the Mayors for a Guaranteed Income network, identify a target population, and launch the Neighborhood Navigator program with an integration strategy for guaranteed income recipients.
Medium-term
Develop a case for support and detailed budget to solicit funding. Develop an operational plan for provider subsidies and seamless disbursement. Finalize the partnership model, execution strategy, and media plan. Identify a host nonprofit to implement the S.O.U.L. program, including spend tracking and subsidy disbursement, and launch the 24-month pilot. Measure prepaid-card spending, track reduced barriers, initiate referral and enrollment into training and job placement programs, and ensure at least 50% of recipients are actively engaged in workforce development and entrepreneurship programs.
Long-term
Extend the Navigator program, evaluate and expand the subsidy program based on uptake and effectiveness, launch Phase 2 to scale the program and refine solutions for real-world barriers, reduce dependency on direct cash assistance as recipients gain sustainable employment or start businesses, and create a replicable model that other regions or cities can adopt.
