Big Idea #3: Connect Douglas

Part of the "West More - Economic Development" initiative

TransportationDouglasville/Douglas$500,000–$1,000,000

Overview

Create a more unified Douglas County through walkability improvements and an intra-county vanpool. The recommendation includes connecting Arbor Place Mall and West Pines Golf Course to Downtown Douglasville through a pedestrian bridge, improving sidewalks within Douglas County, building a pedestrian/non-motorized greenway to and around Douglas County, and using 15-passenger vans on specific routes to connect residents with retail, industrial, employment, education, and consumer opportunities that are not safely accessible without a personal vehicle.

Action plan

Short-term
Short-term timeline: Intra-County Vanpool and Pedestrian Bridge project. Schedule town hall meetings to bring ideas to the community and receive residential and business support. Engage local and state legislators because some ideas may need legislative support. Identify and engage stakeholders for funding and support, including Atlanta Regional Commission for a Downtown Livable Centers Initiative grant, Douglas County Board of Commissioners and DOT for possible RideShare vans, and WIB/WIOA funds for seed money.
Medium-term
Medium-term timeline: Sidewalk Improvements project. Identify areas already prepped for sidewalks, including existing curb and gutter or road areas. Re-examine the existing Fairburn Road LCI grant to see whether sidewalk funding can be included. Use sidewalk improvements to connect existing sidewalks and improve access between downtown and industrial areas.
Long-term
Long-term timeline: Douglas County Greenway project. Engage the PATH Foundation to understand community selection and funding match. Engage community business leaders for private funding and seek government grant programs that could assist in funding. Add trails that connect Centennial Olympic Park in Downtown Atlanta to Sweetwater Creek State Park in east Douglas County. Measure success using proposed metrics.
