Big Idea #2: Accessibility for Recreation, Relaxation and Revitalization on the River

Part of the "RIVER RATS" initiative

InfrastructureAugusta/Richmond$500,000–$1,000,000

Overview

Develop reuse plans for currently abandoned and underutilized riverfront properties throughout the Augusta area and support ongoing reclamation efforts by creating a cohesive recreational theme through three projects: Riverfront Recreation Center, Lock & Dam Park / White Water Course, and Columbia Nitrogen Road / Industry Row. The recommendation focuses on rehabilitating public and private land, creating recreation and event sites, improving river access, supporting new outdoor recreation centers, creating water-based recreation opportunities, and converting contaminated or polluting industrial land into cleaner economic and recreational uses.

Action plan

Short-term
Designate contaminated sites as Brownfields cleanup sites; perform cleanup on identified sites; create a comprehensive use plan for the entire 1-mile Riverfront Recreation Center stretch for 3 years; issue RFP to bring in the desired mix of recreational opportunities for Lock & Dam Park; create a comprehensive site use plan for the existing Lock & Dam Park area; close and dismantle industries currently shutting down; create a comprehensive use plan for Industry Row with community partners; work with community to ensure the right mix of recreational opportunities.
Medium-term
Facilitate sale of the 2 privately owned sections of land for mixed-use redevelopment for the 1-mile recreation center; construct new boathouse for 1-mile recreation center; construct new fishing docks; dismantle lock & dam; construct assets in Lock & Dam Park; update bathroom/changing facilities; build walkways and viewing platforms; identify Brownfields and Superfund Cleanup Sites; attract desired economic mix to cleaned up sites.
Long-term
Construct other recreation center assets; construct White Water Course; retrofit facilities or introduce new, clean industry; create and expand passive outdoor recreation areas surrounding the area for employees.
