Big Idea #3: Neighborhood Connectivity, Placemaking & Beautification

Part of the "VALDOSTA VISIONARIES" initiative

InfrastructureValdosta-Lowndes$1,000,000+

Overview

Create and implement a comprehensive master trail plan to construct the Southside Spirit Trail (SST)—a 4.79-mile multi-use bicycle and pedestrian path built across 5 distinct geographic phases. The infrastructure initiative integrates historical placemaking elements (wayfinding signage, placards, markers, and mini-museums highlighting Black heritage) with physical roadway improvements, including sidewalk widening, protective bike lanes, street tree canopy installation, bike fix-it stations, and Pedestrian Hybrid Beacons.

Action plan

Short-term
(Short Term 1-3 Years): Create and fund a dedicated "Cultural Liaison" position within the city to spearhead neighborhood placemaking; establish a formal project steering committee of city staff and local leaders; contract with a professional consulting group (e.g., PATH Foundation) to draft the master trail plan and implementation strategy; launch a Practicum research assessment using VSU Public Administration/History Masters students to map and document historical sites along the route.
Medium-term
(Medium Term 3-5 Years): Initiate implementation of the SST master trail plan by applying for targeted infrastructure grants and secure corporate sponsorships; collaborate with city officials to clear required environmental permits and accessibility zoning compliance; execute a small-scale pilot section of the trail to test active design elements; host recurring town hall meetings and public focus groups to sustain neighborhood buy-in; hire a designer to develop a comprehensive visual identity and branding kit.
Long-term
(Long Term 5-10 Years): Complete full-scale capital construction and physical installation across all 5 master trail phases; install interactive technology, lighting, and heritage placards; launch and promote the finalized trail via formal public unveilings and tourism marketing campaigns; deploy the permanent, multi-tiered operations and regular maintenance plan.
