Big Idea # 2: Downtown Development

Part of the "DESTINATION: GOOD LIFE" initiative

Downtown DevelopmentAlbany-DoughertyUnder $250,000

Overview

Create a “Roadmap to Development” for both residential and commercial property in Downtown Albany. The roadmap would support the growth of existing businesses, recommend conditions for additional growth engines, and provide keys to developing and sustaining a business Downtown for new businesses. The recommendation includes reviewing city codes and ordinances, improving code enforcement, considering a vacancy tax, creating incentives for housing and business development, collaborating with Albany State University on Downtown retail space, and using an RFP/business plan process for a designated block of Downtown properties.

Action plan

Short-term
Engage City Council, Downtown Development Authority, Albany-Dougherty Economic Development Commission, City/County attorneys, and City/County Commissioners to discuss zoning, ordinances, Downtown Riverfront Overlay District revisions, building aesthetics, alcohol laws, and building usage. Develop and publish RFPs for a consultant and marketing coordinator; gather résumés; review responses and interview candidates.
Medium-term
Develop the Roadmap and Professional Development Series. Consultant and marketing coordinator should gather information on funding sources, city codes, standards, resources, and guidelines; create roadmap materials/handbook; develop a one-to-two-day Professional Development Series; contact speakers and grant representatives; and plan an open-house tour of Downtown for Professional Development Series participants and developers.
Long-term
Implement the RFP/business plan process for development of a designated Downtown block. Develop an RFP for identifying potential businesses; require business plans for review; identify selected winners and properties to be developed; allow three to six months for development; and schedule a grand opening once each business is ready.
