Big Idea #3: To, Not Through

Part of the "D3 - Destination Downtown Douglasville" initiative

Downtown DevelopmentDouglasville/DouglasUnder $250,000

Overview

Create a downtown that people come to, not just pass through, by using the Highway 92 relocation as an opportunity to reimagine Downtown Douglasville, increase community comfort with downtown development, generate renewed downtown energy, and create long-term anchor institutions/developments that attract visitors, residents, businesses, and new investment. Proposed anchors include mixed-use development, boutique hotel, adaptive greenspace at Douglasville Cemetery, and higher education presence.

Action plan

Short-term
Identify strategic locations for a tactical urbanism campaign; partner with local downtown businesses, community organizations, and public sector entities; use local campaigns with volunteer and in-kind donations; begin preparing the most popular campaign for permanent installation; identify anchor sites in or near Downtown Douglasville, including the Old Jail site, downtown parking deck, old mill site, and other sites aligned with mixed-use zoning; begin discussions with higher education institutions; begin site planning for adaptive re-use of Douglasville Cemetery; develop plan of action from hotel feasibility study.
Medium-term
Align with the Highway 92 relocation grand opening to unveil a permanent tactical urbanism installation; begin discussions with private development community about anchor development; identify and reduce development barriers on selected anchor sites; establish expedited permitting protocols for desirable anchor development; at city/county discretion, address challenges associated with the Old Jail site; finalize adaptive re-use of Douglasville Cemetery and establish creative programming that leverages its history.
Long-term
Issue and evaluate RFPs from the development community for mixed-use development located on an anchor site in or near Downtown Douglasville; at city/county discretion, begin site preparation of the Old Jail site for potential development; begin site preparation work for alternative anchor sites.
