Big Idea #3: Experience Columbus 360

Part of the "COMMUNICATE. CONNECT. COLUMBUS" initiative

Civic EngagementColumbus-Muscogee$500,000–$1,000,000

Overview

Launch Experience Columbus 360, an immersive, multi-tiered civic education and structural governance platform engineered to empower residents of all ages. The initiative establishes four synchronized community programs: (1) Reinvigorating the Youth Advisory Council (YAC) to supply high school students (grades 6–12) with direct policy input; (2) Establishing a free Citizens Academy to train cohorts of residents aged 18+ on city administration functions; (3) Deploying City Council on Tour to hold quarterly official council voting sessions in community venues, recreation centers, and high schools; and (4) Structuring a volunteer-based Neighborhood Planning Units (NPU) system across all 8 city council districts, coordinated by a team of paid Neighborhood Navigators to deliver grass-roots advisory feedback on zoning, land use, and local policy directly to the Mayor's office.

Action plan

Short-term
(Short-Term Goals/Action Items Year 1 - Foundations & Reinvigoration): Analyze foundational citizen information needs using the initial Community Survey data; formally re-establish the Youth Advisory Council (YAC) structure under the Deputy City Manager’s office, selecting 45–50 high school student representatives spanning all districts; set regular monthly YAC session blocks at the Citizens Service Center; draft a targeted municipal hiring mandate and job description to recruit the first wave of Neighborhood Navigators; map regional NPU boundary guidelines.
Medium-term
(Medium-Term Goals/Action Items Years 2-3 - Academy & Tour Launch): Onboard the team of 8 full-time Neighborhood Navigators within the Department of Family Connection; deploy the first Columbus Citizens Academy cohort, limiting seats to 20 participants for an intensive 8–10 week evening civic training series; finalize the annual schedule for the City Council on Tour program; establish a dedicated audio-visual team to record and broadcast off-site tour meetings live via CCG-TV; distribute localized NPU neighborhood association toolkits.
Long-term
(Long-Term Goals/Action Items Years 3+ - Institutionalized Scale): Formally implement the volunteer-based Neighborhood Planning Units (NPU) system across all 8 city council districts; leverage NPU advisory boards to supply non-binding, structured recommendations on local zoning, business alcohol licenses, and civic policy proposals directly to elected officials; allocate dedicated project funds out of the NPU resource accounts to execute resident-led neighborhood sidewalk updates, tree plantings, and park beautification grants.
